Long Island Truck Driver Sentenced for Alcohol and Meth-Fueled Wrong-Way Crash That Killed Two Sisters

A Long Island man pled guilty April 17, 2024, and will spend 7 to 20 years in prison for causing a fatal crash with methamphetamine and alcohol in his system on I-76 in Brecknock Township, Pennsylvania in December 2022, killing Nubia Llivipuma, 45, and Mariana Llivipuma, 39, of Santa Isabel Canton, Ecuador.
Jagminder Singh of Floral Park, 43, entered a negotiated guilty plea on two counts of homicide by vehicle while DUI, two counts of homicide by vehicle, five counts of DUI, one count of aggravated assault by vehicle while DUI, one count of aggravated assault by vehicle, four counts of recklessly endangering another person, and three summary offenses.
Assistant District Attorney Caitlin Blazier prosecuted the case.
“The defendant put all travelers on I-76 in danger that night,” Blazier said. “And he caused the death of two victims.”
“Another tragedy, another waste of life because people can’t control themselves,” Lancaster County Judge Thomas Sponaugle said before accepting the plea.
On Dec. 23, 2022, at approximately 9:31 p.m., troopers with the Pennsylvania State Police were dispatched to reports of a tractor-trailer traveling east in the westbound lane of I-76 near mile marker 286 in East Cocalico Township.
At 9:38 p.m., police were notified that the tractor-trailer collided with another vehicle near mile marker 291.2 in Brecknock Township.
Police discovered on scene the tractor-trailer heavily damaged facing eastbound in the center of the westbound lanes, a Ford F-250 with heavy damage, and a Toyota Corolla with minor damage. The two occupants in the Ford F-250 were confirmed deceased on scene by a deputy coroner. A third victim was transported to a local hospital with injuries.
Singh was identified as the driver of the tractor-trailer and consented to a blood draw, which showed methamphetamine and a 0.048% blood alcohol level in his system. The legal alcohol limit for commercial drivers is 0.04%.
The investigation determined Singh was impaired to a degree that rendered him incapable of safely operating a motor vehicle on the roadway and that, at the time of the collision, there were no roadway, environmental, or mechanical factors that contributed to the crash.
Pennsylvania State Police Trooper David Szili filed charges.
