Two Suspects Arrested in Connection with $20,000 Elder Scam of 70-Year-Old Woman

Sixth Squad Detectives report the arrest of two individuals for an “Elder Scam” incident that occurred on Tuesday, July 11, 2023 at 1:00 pm.
According to detectives, a 70-year-old female victim received a message on her computer, informing her that the computer had been compromised. The victim then called a phone number that was displayed on the computer screen and was informed that she he would receive a call from the bank fraud department.
She received a phone call shortly thereafter from an unknown male subject, whom directed the victim to withdraw $20,000.00 USC and place the money in a blank envelope for a bank employee that would respond to her residence.  The victim complied and gave the envelope containing the cash to an unknown female subject claiming to be from the bank’s fraud department.
On July 12, 2023 at 10:00 am, the victim was contacted again by the male subject who informed her that additional funds would be needed to unlock her bank accounts.  The victim then responded to her bank, where she was informed there were no holds on her account and that she had been the victim of a scam.  The victim contacted the police.
Subsequent to the investigation, detectives were able to place the two defendants, Lizhuo Luo, 39, of 75 Main Street, Apt. 2, Queensbury, New York and Yandan He, 36, of 50 7th Street, Apt. 946, Brooklyn, New York under arrest at 11:28 am on Wednesday, July 12, 2023.
Defendant Lizhuo Luo is charged with Attempted Grand Larceny 3rd Degree and Resisting Arrest.  He was released on a Desk Appearance Ticket returnable on Friday, July 28, 2023 to First District Court, 99 Main Street, Hempstead.
Defendant Yandan He is charged with Grand Larceny 3rd Degree and Attempted Grand Larceny 3rd Degree.  She will be arraigned on Thursday, July 13, 2023 at First District Court, 99 Main Street in Hempstead.
